That doesn't forbid prosecution, war, imprisonment, nor expulsion. It only means that the government must play by the rules. It's hard for Conservatives to understand that dissent isn't crime and for the Liberals to understand that crime isn't dissent.

Fine ... Round up all the illegals and give 'em the boot first. Seal the borders. Enforce strict immigration laws and background checks. Nobody gets in without a visa; nobody stays in without naturalization. Extended stays are subject to periodic "check ins" with authorities. Those that try to sneak-in and lose themselves among the citizenry are hunted down like dogs and made as an example to the others. Done.

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness. That to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed.
It's fairly self-explanatory to me.
