Why are these obvious good resources being ignored? Simple.

Because their loyalty to the interests of agency heads and ability to be silenced cannot be ensured? Because anything which grants enhanced credibility to retired LEOs makes said LEOs more difficult to dismiss in official spin activities?

The Bush Administration has shown some willingness to tap into unusual sources for creative thinking in the War on Terror, i.e. Hollywood. I would like to see them give an attentive ear to this, very inventive, common sense, suggestion. Sounds good to me.
