Check out www.usconstitution.net. It has the whole thing online, including ammendments. There is also a section which explains in plain English what each section means (that's not to imply you are incapable of understanding the old English, merely pointing this out for anyone else who may see this post).

As was already pointed out, ammendment XVI(16) provides for the collection of taxes.

My guess is that Mr. Cooper's problem (although I am not familiar with him...just some of what's been said in threads here) was not so much with the collection of taxes, as much as it was implying the IRS did not have proper authority to assess and collect those taxes. He would have been written off immediately (due to the 16th ammendment) if his mere stance was that it was unconstitutional for the government to collect taxes.

My understanding is that this was never fully ratified by all 50 states.
