My only question is: is this really the time to be expending energy over this issue?
I mean, GWB has a pretty full plate right now, and this has the earmarks of

Because Bush' agenda is currently full and because the nation's attention is focused on the war and because any criticism of Bush is interpreted by some mindless people as being anti-American as a result now is the perfect time for him to advance his agenda on this issue.
