Good Post. It jogged my memory of an article I cut out for a history project during college - which I just found. The April 19, 1989 edition of the Minneapolis Star Tribune had an article titled "Babylon restoration helps Hussein build his case." Basically the article laid out two years prior to the Gulf War that this guy viewed himself as the 2nd coming of Nebuchadnezzar and was rebuilding the ancient sites throughout the country.

The interesting paragraph in the article both in light of history and the present is this:

"But Hussein's glorification of ancient Babylon is disturbing to his neighbors, diplomats say. For the king whose palace he is rebuilding ruled an empire from the Persian Gulf to the Mediterranean, embracing what now are Kuwait, Syria, Jordan, Israel and parts of Saudia Arabia."

Boy, you can't swing a dead cat in the Middle East without hitting some nutcase claiming to be some past or present biblical character.
