You didn't quite get it all wrong. Saddam Hussein was born in Tikrit, where Saladin was born.

Saladin, like Nebuchadnezzar, was a conqueror of Jerusalem.

It's doubtful, though, that Saddam would think he was reincarnated from Saladin, because the latter was a Kurd. Hussein is genocidal against the Kurds.
