If this were 1943 and the Caucasian were singing German military songs, there would be US troops searching for them.

If this were 1969, at a time when ROTC buildings were being blown up all across the country, and if the Caucasians were singing North Vietnamese victory songs, the FBI would be searching for them.
If this were 1995 and the Caucasians were laughing and joking about the Oklahoma City Murrah building, the FBI would be searching for them.
Right now, Caucasians arent causing a whole lot of trouble in this country, but Islamic Arab foreign nationals are.
Yeah, right. And they were naked also. That, along with the pink, floppy Easter Bunny ears, will make indistinguishable from the average backpacker.

One of al Qaeda's techniques for releasing biological agents is to to have their operatives wear backpacks with an "art tube" or a fishing rod sticking out of the top of the pack. The biological agents are in the pack and are fed up through the tube into the air. This is a small stream of invisible, infected air that no one can see. And the backpacks -- worn by young men everywhere these days -- do not draw attention. So, one should be wary of young, Middle Eastern men wearing backpacks -- especially if there is some sort of tube sticking out of the top of the pack. If the big germ attack starts, look for these men in shopping malls, possibly beginning around Halloween, but also through the Thanksgiving and Christmas season. These men will generally be riding bicycles to and from the malls, and at least some of these agents will be students at colleges and universities. Essentially all of this was taught to the al Qaeda leadership by old GRU agents -- some of whom still live here in the US. The ideas involved are thus not new for those of us who have been engaged in the "Intelligence Wars." Well, that's not quite true. The Soviets weren't crazy and didn't want to bring back the Plague and the Dark Ages.

I don´t know if this would be a way that they could do this? But it seems to me the winds could carry it through the city..any input would be appreciated.
Ive been down to several Central American countries on medical mission trips. We have to have our passports stamped when we enter the countries and when we exit. If we ever show back up in the countries with an odd number of stamps in our passports... (not a complete sets of two stamps for each in and out), we get arrested and they check us out.
We have to get visas, different kinds for different reasons and time periods. If we are ever noticed to be in the country on an expired visa, we are arrested and checked out.
In several of the countries, such as Honduras and Nicaragua, we are not allowed to wear any camouflage clothes. This is because these types of clothes are the official military uniforms of these countries. If we are seen on the street in any kind of camouflage clothes, we are arrested and checked out.
I say our government should check the papers of every middle-eastern person seen anywhere in this country. This could be a temporary thing until this crisis is over.
