I've been shopping this nutty idea that the thing the Moslems care about most is their holy sites--yeah the mosques or temples in Medina and Mecca. "MAD" worked in a stand-off against the Soviets for thirty years or so. With a limited nuclear capability, I'll bet "Samson" for Israel means just that--taking down their temples. I think scaring the Moslem world into knowing that they better find and turn over their terrorists before the next atrocity provokes us into doing the same thing will do more to build a coalition than any number of deals Powell can cut.
