The number "one" was written like a lower case letter "l" in letter on a keyboard, and for that reason, they do not believe these letters were written by an American -- it is a European or Middle-Eastern way of writing a "one" according to the expert on CNN.
You can't tell from the numbers. I used to write the number one that way -- with a tail on top and a foot on bottom. It's not that uncommon, here in the good ole USA (and I was born and raised here, with no ethnic Middle-Eastern in me).
That's how the younger public school children are taught to make a #1 in America .
