What's his point? That if they were communist there is no way on God's green Earth that they ever could have been prosperous enough to build a functioning city?

His point is actually a heavy-handed one: Taipei will not be allowed to appear as a separate political entity. He's saying there is only one China, so there's no need to qualify the mainland as "Communist China". They ain't gonna cotton to no uppity Taiwan tryin' to make like they's somehow soveriegn.
