There was a certain presence of war when Clinton was in office; he just chose to ignore it. I think Wayne La Pierre's words, although spoken in a different context, are apt to Clinton in this one: 'President Clinton is comfortable with a certain level of violence in this country.'

The losses of life during Clinton's terms must have been acceptable, otherwise he would have acted meaninfully (assuming, of couse, that he knew how...).

Yes, and so did his successor. Nobody in either administration took the declaration of jihad that seriously until Sept. 11.
