Yes... the samples collected can be to small. They must have enough of it to actually grow the bacteria from the spores. Once they grow the bacteria, they test the bacteria it to see if it is truly Anthrax. Some of the spores can also be dead that they collect. So if they are not able to grow the bacteria from it, then they can not consider it to be positive for Anthrax. Pretty scary if you ask me. So there could be people infected even if it does not show up in the samples they retrieve.
