It is someone older that wrote this.
I am 35 years old and never use the periods, because they are not used anymore. But then again I mail stuff all the time and have learned how to properly address an envelope by reading the USPS guidelines. I use stamps.com for my postage and if you enter periods in. It corrects it for you and changes the address to the USPS guidelines. I also do not use the comma between the city and state like people do. I do not know what to think of the "-" they used. Pretty strange, but little things like this will be repeated by the writer of these envelopes.

I think the terrorists are getting exactly what they wanted by all of us freaking out over a little flu-like nastiness like Anthrax that is curable. I'm sure they are enjoying all the news coverage and nervousness.. we need to control our fears and be alert right now.

To me it looks like there is lower case "i" in Times and the "S" in St. looks incomplete.
I think if they can track it down, that the writers writing will be consistent when they take hand writing samples.
