You're joking, right? I mean, Russia and China both have Islamic insurgencies to deal with, right now, today. China crushes them quite effectively, using barbaric means. Russia uses more conventional means, and has been less effective. Nevertheless, Islamic extremists are carrying out jihads against both Russia and China; it seems extremely unlikely that they are sponsoring the very people who are attacking them.
