Where would these privateers be authorized to attack and collect assets from terrorists? Only abroad I assume? What would you think if a foreign government sent alien bounty hunters to attack and collect assets from American citizens on our soil? Would you accept that?

The Bills are: H.R. 3074 and H.R. 3076. Are the texts of these bills available anywhere on the web? Apparently there's a one or two day delay after introduction until the Government Printing Office publishes a bill, and the GPO doesn't have them yet.

Are these necessary?
I thought there was already quite a large bounty on bin Laden and the other 21 "most wanted" on the list.
It would seem to me that mercenaries operate best clandestinely, at arms' length from government.
Again, I'm just not sure why Paul feels this kind of law is even needed.

It isn't a substitute for a conventional war, but is a terrific idea, introduced, if I am not mistaken, by Uriel.
H. Ross Perot lead a private effort to free POWs, but I know little about the circumstances and outcome.

No matter what the modern "problem of the day", Paul applies the Constitution to it, instead of ignoring it or saying it just needs to "grow".
