Breaking: Ron Paul introduces Marque and Reprisal Bills in House
Ron Paul | 10/10/01 | demidog

Posted on 10/10/2001 12:44:32 PM PDT by Demidog

I just received a call from my contact at Ron Paul's office.

Ron Paul today introduced two bills into the House of Representatives which would authorize the State Department to issue letters of Marque authorizing privateers to attack and collect assets from terrorists who commit hostile acts against the U.S.

This means that you (yes you personallywould be able to help to bring down the rogue and nationless enemies of the United States provided you meet a few requirements.

The precendence for this bill is based on specific Constitutional powers and was seen as a remedy by our founders for those nationaless terrorists who committed acts against U.S. merchant ships on the high seas. We're dealing with Pirates here and a significant effort has been made by Ron Paul's team to create a legal definition for "Air Piracy" which would include hijackings.

The text of the Bills have not been published yet but I will update everyone the moment the text becomes available.

The Bills are: H.R. 3074 and H.R. 3076

Please call your congressman and tell him that you want them to either sponsor or support this bill.

Has George W. Bush (The President, remember) indicated that he favors this?

Who cares? I wouldn't expect Bush to offer something that was actually within the limits of the Constitution. Hell, I'm still waiting for the d@mn unconstitutional Department of Education to be de-funded by our conservative president.

Anyway, if you knew anything about Ron Paul, you would know that this is not an exercise in vanity. Ron Paul knows most of his ideas and votes are out-of-step with most of the branches of government (because most of the branches of government only pay lipservice to the Constitution, while ignoring it daily). But Paul offers his ideas anyway.

The man recently submitted legislation re-affirming that America is a Republic. Amazingly, it has only a handful of sponsors and has not passed yet. Pretty incredible. This should be a no-brainer. But Paul does it to get these frauds (in both parties) on record ... it's where the rubber meets the road.

If you like to find out what motivates Paul, then perhaps you should learn a little more about the man and his philosophy before huling accusations about his character.

Are these necessary?

I thought there was already quite a large bounty on bin Laden and the other 21 "most wanted" on the list.

It would seem to me that mercenaries operate best clandestinely, at arms' length from government.

Again, I'm just not sure why Paul feels this kind of law is even needed.

I ask that with all due respect.

...If this bill were introduced by Jesse....

You're right. I like almost everything Jesse Helms does.

Privateers were used principally against the shipping of belligerent nations in war. It was a technique very akin to piracy and difficult to control often it was used against neutral shipping. Especially by the French during the 1790s until the Federalists (and outrageous conduct by the French which even Jefferson couldn't disguise) forced the democrats of the day to fund a navy. That is how we got Ole Ironsides.

The refusal to build and maintain credible military forces (same ole democrats, eh?) in the face of repeated attacks on U.S. shipping was one of many destructive tactics Jefferson and Madison concocted to sabotage the Federalist program to build a nation strong enough to defend itself.

Of course, it has little meaning for the present day since the problem is not to be solved by seizing shipping. Had little use against piracy and often the privateers were pirates. Lafitte was our pirate during the War of 1812. His use was necessary because 12 yrs of democrat rule had totally destroyed our military power.

Now bounty hunting is a little different and if used to kill terrorists I support it. No dead or alive - just dead!

It isn't a substitute for a conventional war, but is a terrific idea, introduced, if I am not mistaken, by Uriel.

H. Ross Perot lead a private effort to free POWs, but I know little about the circumstances and outcome.

"When people like Bill Clinton and Jesse Jackson contort and revise their "principles" if doing so affords them opportunities to keep themselves in the public eye, it's grandstanding.
When Ron Paul, who has been an aggressive champion of the Constitution, personal liberty, and the Rule of Law acts (as he has thousands of times over the years) on his beliefs, it's being principled.

Say it again!

No matter what the modern "problem of the day", Paul applies the Constitution to it, instead of ignoring it or saying it just needs to "grow".

Paul rules.

Too bad the rest of the GOP isnt like him.

right, the private sector always underperforms the government /sarcasm

I see your point. You would prefer Jesse Jackson to conduct our foreign policy instead of the Bush Administration. Weekend Rambos instead of Army Rangers.

I'm sure bin Laden would, too.

Can you imagine a vast army of brilliant American computer nerds identifying and hacking into the financial life blood of al-Queba and affiliated terrorists, draining away the economic foundation of these assassins!

This is a brilliant idea if you think about this, not to mention uproariously funny.

I don't get it. First, Ron Paul blames the WTC attack on our interventionist foreign policy.
Now he wants to authorize American citizens to play Rambo in foreign countries.

Foreign interventionism is not an enumerated power of the Federal Government in the Constitution: It is Wrong.

Letters of Marque and Reprisal are enumerated powers of the Federal Government in the Constitution: they are good.

Ron Paul has been grand-standing on the US Constitution for as long as he's been in Congress. I only wish I could vote for him.
