Who cares? I wouldn't expect Bush to offer something that was actually within the limits of the Constitution. Hell, I'm still waiting for the d@mn unconstitutional Department of Education to be de-funded by our conservative president.
Anyway, if you knew anything about Ron Paul, you would know that this is not an exercise in vanity. Ron Paul knows most of his ideas and votes are out-of-step with most of the branches of government (because most of the branches of government only pay lipservice to the Constitution, while ignoring it daily). But Paul offers his ideas anyway.
The man recently submitted legislation re-affirming that America is a Republic. Amazingly, it has only a handful of sponsors and has not passed yet. Pretty incredible. This should be a no-brainer. But Paul does it to get these frauds (in both parties) on record ... it's where the rubber meets the road.
If you like to find out what motivates Paul, then perhaps you should learn a little more about the man and his philosophy before huling accusations about his character.
I thought there was already quite a large bounty on bin Laden and the other 21 "most wanted" on the list.
It would seem to me that mercenaries operate best clandestinely, at arms' length from government.
Again, I'm just not sure why Paul feels this kind of law is even needed.

The refusal to build and maintain credible military forces (same ole democrats, eh?) in the face of repeated attacks on U.S. shipping was one of many destructive tactics Jefferson and Madison concocted to sabotage the Federalist program to build a nation strong enough to defend itself.
Of course, it has little meaning for the present day since the problem is not to be solved by seizing shipping. Had little use against piracy and often the privateers were pirates. Lafitte was our pirate during the War of 1812. His use was necessary because 12 yrs of democrat rule had totally destroyed our military power.
Now bounty hunting is a little different and if used to kill terrorists I support it. No dead or alive - just dead!
H. Ross Perot lead a private effort to free POWs, but I know little about the circumstances and outcome.
