The differences, as far as I can see, is that OBL was not an international terrorist during the elder Bush's administration, and Dubya is acting against OBL's interests now.
Clinton, however, pardoned terrorists and did absolutely nothing of substance in response to the WTC bombing, the Cole bombing, and he absolutely gutted our intelligence capabilities in fighting terrorism.
