This is an 80 - 1 ratio. If we have 20,000 dead then a similar response as to Pearl Harbor would be 1.6 MILLION.
Sounds like a nice round number to me.
80 to 1 seems to be the ratio that works as we've not had a nip of trouble from the japs since then.
