I consider members of terrorist groups as military - perhaps paramilitary might be a better description, but I cannot see them as civilian. They live every day looking for an opportunity to attack us - this is not a civilian mindset. That said, that entire bunch, terrorist and civilian, are our enemies, and we should treat them as such.
There are not typical state-associated targets available in this sort of situation, which makes it difficult to strike back... which is why, I believe, we must make it very distasteful for renegade states to harbor these people. How to you do this? You strike the various states that harbor these people - treat them as the enemies they are by association with the actual perps. Anything less, I believe, will leave us forever an inviting target.
Sorry I'm not so eloquent at the moment - I can't take my eyes off FOX - we're been attacked - nothing else matters. I just heard on FOX that the military is on highest alert, as though we are at war.

I'm thinking along the lines of what Reagan did to Libya a few years ago - No doubt Ka-Daffy had many second thoughts about allowing terrorists to operate from his soil after that (other than Lockerbie).
This should be done, to ALL those we know who provide assistance to terrorists... at a level maybe 100 or 1000-fold compared to the Libya strike. Kill'em all.
