There is all manner of groping and rubbing and licking that people engage in, and there's not much concensus as to which ones constitute sex as you might think. And without knowing exactly these two women did it's hard to draw any conclusions.
At any rate I wouldn't assume that there's any "gay agenda" here. I don't know how not defineing a particular sex act as adultery is supposed to help gays.
