A quick search of Google suggests that U.S. regulations on the dumping of "grey" or "black" waste water are more strict than Canada's. Or, perhaps it is just the geography of Puget Sound makes it easier for Vancouver-based ships to dump waste in open ocean. Much of the U.S.-controlled Puget Sound is off limit to waste water discharge.
