17. The creation of the Cape Cod National Seashore, which was formerly private town and state owned land, marked the first time the federal government purchased land for a park.

This one isn't passing the smell test. I know that the early parks were either carved out of federal lands, or donated by the states and private benefactors, but despite the law to the contrary, FDR spent over $2 million toward the purchase of the Great Smoky Mountains National Park, starting with over $1.5 million in 1933. That should pre-date the Mass purchases.
