They absolutely didn't plan it that way. They distrusted elitists rulers and envisioned citizen legislators. Work the farm, run the business, take care of the family, and take a little time to work with the legislature.

The Senate is rally bad, The House isn't much better, State governments are just as bad but worst of all are unelected judges and bureacrats!
