George Herbert Walker Bush would have been re-elected in 1992 had he done two things:

1) Completed the destruction of the Republican Guard, the occupation of Baghdad, and the capture and trial of Saddam Hussein;

2) Dummied up instead of uttering his epitaph, "Read my lips, no new taxes."
