What happened there was a catastrophe that affected practically every country in the world, wasted hundreds of billions of dollars, took scores of millions of lives, and nearly brought about global destruction, and yet no one, no one, has been brought to account. Communism has collapsed, but the man (for example) who was in charge of executing thousands of captive Polish officers in the Katyn forest during World War II is in Moscow, living out his years on a pension.
