Much of the P/A was drafted during the Clinton Administration after the Oklahoma City bombing. His fading popularity in Congress kept it from being presented. Besides, he had other important issues (women) on his mind.

Yep. And I know it's not a popular thing to say here, but it's not surprising to me that Clinton and Bush drafted something so similar. :-/
