I think Gates was wrong to point to poverty as a source of terrorism. As he correctly pointed out later, many of the terrorists are from well to do families. Poverty can aid in the recruitment of soldiers for terror, since idle hands can lead to trouble, but that is because the educational system, political system and Islam create the climate for terror. Only 10% of Muslims in the Middle East are likely to become or aid terrorists, but that is a large number of people. There are people living on dirt floors in poor places in South America, East Asia, India, etc. where terrorism is either nonexistent or rare.
