Generally, this happens if "one" is a heretic.

I must also point out that, a fortiori, if one is "allowed to doubt" the catechism, how much more is one "allowed to doubt" TC?

He’s confusing the catechism with the authority of revealed Scripture and apostolic tradition, which are in fact what he’s doubting. And his argument hangs itself: if one is allowed to doubt the “catechism”, how much more should one doubt a poorly-catechized cardinal who publicly advocates sins of the flesh?
