Yes, they were viewed as scripture and as such had the same authority as they have always had.
How does your statement that the word of God is complete given that what you have said that if there were prophets that those prophets add to the word of God. So your statement that God’s Word is complete is false.
Separate chapters of the Bible had been written but the Bible as it is known today did not exist until well after they were written. And it was man, not God, that decided what was put in the Bible and what was left out of the Bible. So how can we know the complete words of God if man decided to leave books that were written out of the Bible. For example while the Book of Enoch is referenced in the Bible, the Book of Enoch, itself, was left out of the Bible. The Bible as it stands today by the very nature and from the Council of Nicene makes the word of god incomplete.
Here is a link to a scholar of the Reformed Church lecturing on modern-day “prophets” who claim to have visions and new revelations. I think he pretty much destroys the whole notion and he does it with an extensive, wide-ranging, in-depth study of the Bible.
The counsel of Nicene had nothing to do with the biblical canon and it was the Holy Spirit, not man, that revealed the works that were scripture. The book of Enoch was never accepted by the Jews as scripture. All books of the NT have an Apostolic pedigree, which was one way they were recognized as scripture. The Apostles are long gone. The canon is closed.

Yet I am seeing more of it and it appears to be a lucrative business. A prophetess on my FB feed said God told her that Trump would win re-election. After the election, she doubled down on the prediction. After Biden’s inauguration, she shifted to God’s gonna go all Sodom on the people who stole the election from Him.
A prophets main purpose these days is to exhort.
People don’t like prophets, as Christ said. People don’t like to hear the truth and be encouraged to live right, by God’s ways.
There’s this interesting verse in Revelation that might give a clue to what prophecy in the church really is.
Revelation 19:9-10 And the angel said to me, “Write this: Blessed are those who are invited to the marriage supper of the Lamb.” And he said to me, “These are the true words of God.”
Then I fell down at his feet to worship him, but he said to me, “You must not do that! I am a fellow servant with you and your brothers who hold to the testimony of Jesus. Worship God.” For the testimony of Jesus is the spirit of prophecy.
For a long time, tongues was the thing to go after in the charismatic movement.
The it gradually shifted to being a prophet, and having the gift of prophecy.
I see the same thing happening with healing and deliverance. Suddenly, everyone has to have a word from the Lord or a deliverance or healing ministry.
Lots of fly by night lone rangers out there. with no accountability.
So often the lure of power and stature draws the false prophets to rise. And ultimatly for filthy lucres sake as Paul described it. They soon begin to serve the god of currency.

There will be two witnesses standing in the streets of “The Holy City” speaking prophecy. Since prophecy is the Word, the book is not yet complete. Since these two are called prophets, there is still prophets to come, meaning they may be alive today among us at any time.
Joshua, or Yeshua said he comes not to destroy the Law, but to fulfill it. The story is still being written, America is not the center of the Globe, and clearly not even the haven for Christianity in 2021. People will not go to Worship in a church without Government permission. People in Africa and China go if it means death.
A prophet is a Teacher of the word, some are given visions and actual timelines of events. Others just study out loud to others.

So now the Jews are what determines what is and isn’t Biblical Canon. The Book of Enoch is referenced in theOld Testament so it must have been important to the Jews. And who are the Jews? Men. Not a god or gods but men. So the Bible written by men who were inspired by a god wrote the Bible. Mind you most of them wrote these books were not first witness but long down the line of witness to the story.
The Council of Nicene had everything to do with Biblical Canon because it is that very council that decided what is and what isn’t scripture that appears in the Bible. The Council went further than that, much, much further, but that is another story for another day.
You don’t have a clue what you are talking about. The council of Nicene dealt solely with the issue of Arianism and the divinity of Christ. Thus the Nicene creed. The canon of scripture was never considered. Given your ignorance on such a basic matter it’s pretty clear you know nothing about scripture or church history.
We know that the Word of God is complete and we are not to add to it or take away from it.

Acts 20:17 - 38 is the Apostle Paul speaking to the Ephesian Elders as his final farewell address to them. So it is him, Paul, telling the Elders that he gives the whole purpose for God in his understanding and to his best of knowledge. As he had lived amongst them since stepping foot in Asia. Not that word is complete. God (not Lord) does not tell the Ephesians that his word is complete. Remember God states he will not speak through another but directly to those he speaks to. So Paul, although an Disciple to Jesus, the Jewish Rabi, does not say God’s word is complete. If Paul knew all of God’s word then nothing further after Acts should have been written, including Revelations. Nor would there be a second coming of Jesus. So Paul could not know that God’s word was complete.
