LOL. Not exactly. It deploys very large and sharp titanium blades just before making contact with the target. Kills (slices through) everyone in the targeted vehicle without explosives. No collateral damage.

Its what they used on Solemani as well, greatly reduces collateral damage, basically no explosive charge just punctures the vehicle and spinning blades pop out inside.
