You mean Rom. 10:13, which is from a chapter that continues the previous chapter’s teaching on the failure of Israel because of unbelief; and the grafting in of the Gentiles. Paul says that the unbelieving Jews can be saved. In verse 12 he points out that they CAN be saved:
“For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.”
He further pointed out that hearing can only come from a preacher sent by God.
He finished the chapter still on topic; pointing out the sad case of disobedient Israel.
Paul taught the same Acts 2:38 conversion as Peter.
“..Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.”
