Livieres was considered a militant defender of the orthodoxy. In almost every parish of his diocese the Holy Mass was celebrated in the Old Rite. His seminary altogether has many more seminarians than any other of the Paraguayan dioceses and about seven times as many seminarians as the much larger Archdiocese of Buenos Aires.In an open letter to the Prefect of the Roman Congregation for Bishops, Cardinal Marc Ouellet, the bishop wrote that Pope Francis will have to answer for his decision before God.

Any diocese producing this many seminarians is doing something right: "The Old Rite."

He (Father Carlos Urrutigoity) arrived to the diocese in 2005 together with other priests and laymen who would later on establish the Priestly Communities of Saint John. Father Urrutigoity came to the diocese recommended by some cardinals with roles in the Vatican (one of whom was elected pope Benedict XVI a few days later).

Obviously inerrancy in matters of counsel does not belong to Cardinals. That said, after the disaster in Scranton, there were plenty of additional warning flags.

Cardinals or not, why did nobody acknowledge those flags and remove him?
Seems like the only one who did was Bishop Fellay, who booted him.
