"or the bishops to regain that power is to start exercising it (each bishop exercising, his colleagues affirming him in his exercise)."

Yes, which is what Bishop D'Arcy suggested in his EWTN interview--seeking support from Cardinal George and the UCCB for the next move--which is what you took him to task for. That's all I was disagreeing with--why lambaste him for seeking a way to exercise his authority that has the backing of the 80 and hopefully more. If you recognize that he needs the support of the other bishops in dealing with the national behemoth that inhabits his diocese, then truly we are in violent agreement, which I'm glad to know.

See that's what I didn't hear. I heard him say that he would ask Cardinal George to bring the issue up for consideration at the next USCCB meeting this June. What that implied to me was that he was asking for the USCCB to take a course of action to deal with this.

Maybe I heard it wrong (the podcast of the broadcast is not up yet, so it's hard for me to re-listen to it yet (won't probably be up before next Tuesday, either, since it's a long weekend), but I hope that your interpretation of what he said is more accurate than mine.
