You are correct. This formula goes back, in one form or another to the 17th century Bishop of Kiev, Peter Mogila who was probably the greatest Westernizer in the history of the Orthodox Church. He consciously copied the Latin forms in confession as he also did in his since then much maligned “catechism”

Of course, and for Marriage and Unction and Chrismation, too...but no ordination is necessary to be a confessor in Orthodoxy.

So, if I understand you now, the question is not the necessity of the action of the priest in a sacrament per se but only in the sacrament of Penance?
