Well, you are ‘probly right about flat out removal of Bishops and what the Pope would think about that...but even if simple Church teaching was comminicated from Rome as concerns the actions/lack of action of wayward Bishops I think it would do wonders. In my area I suspect that there are literally generations of the laity who honestly know nothing about the Church because the Bishop refused to teach. It’s a shame that something can’t be done from Rome that would prevent that kind of failing.

Merely being a pompous, self-serving, marginally-competent, administratively-minded bishop likely may not qualify in the mind of Pope Benedict.So Washington is stuck with Wuerl until he turns 75.
