Last time I checked, he gave instructions for the qualifications of elders and deacons. There is no record of any ordination of any priests.

Another one of those sticky spots where Scripture conflicts with your ideology? Since we've established that you have little use for Paul's writings, ranking them lower than other Scripture, this shouldn't bother you much either.
