If schism is not a sin, and SSPX is not in SCHISM, then what inhibits you from saying YES or NO to whether or not you adhere to SSPX?

Complete nonsense.
1. No bishop, no matter how high up in the Vatican, can excommunicate another bishop. That is impossible.
2. This document by Card. Gantin is not a decree of excommunication. It mentions that a latae sententiae excommunication had occurred. But the cardinal couldn't know this, he is only surmising something. Latae senentiae is something that happens automatically when someone violates certain canons of Canon Law. But there are specific exemptions also written into law. If one or several of these is evoked, there is no excommunication.
