Here's State Senator Rauschenberger's view on right-to-carry legislation in Illinois.

"If people are willing to engage in more than 37 hours of firearms training, be certified, be reviewed by their [local] law-enforcement officials and undergo a psychiatric profile and can demonstrate a need, they ought to be licensed to protect themselves," Rauschenberger said.
