The governor of any State in the Union, is in a unique position to save life and limb --- the permission from a judge is not a requirement. I'd like to think so, but that usually applies to prisoners who are wards of the state. Terri is a ward of her murderous husband. Judge Greer seems to have an incredible amount of power to be able to lock up the results of an investigation of Terri's possible physical abuse. Lazzara's attitude smacks of Pontius Pilate's politics.
