Apparently, some in the muslim world sees violence, intolerance, jihad, and terrorism as part and parcel of the islam culture. Therefore, anyone denying their "right" to such bad behavior is discriminating against them.

Start by deporting these insurgents. No one has the right to overthrow your country. Muslims who reject these aspects of muslim culture can stay, as long as they behave themselves and adopt Western values.
