If there was ever a building that needed to be arrested, this is it. It is one of the ugliest things imaginable. And just in case the building itself isn't ugly enough, years ago they plunked down a piece of "sculpture" outside of it that can delicately be described as gelatinous in shape. The indelicate description was, of course, offered by that noted art critic Frank Rizzo, who commented, "It looks like a pile of shit."
