It was something like 103% or 105%, but definately over 100%. ;-)

Actually, the Philadelphia ghetto wards had turnouts of under 40% in the 2000 election. The best turnout was in the middle class and wealthy areas, and they tend Republican. This 100% thing is a total myth.
