In a news article posted here last night, an ex-FBI guy said something to the effect of, "You don't plant bugs in person Y's office if you're only trying to catch person X. If they bugged the mayor's office, they did it because they believe there's illegal activity going on in that office."

To say anything further would, of course, be mere speculation. ;)
