To go one step further, possession of prescription medicines with a prescription is also a crime (at least for the physician and/or pharmacist) if there was a violation of the governing rules/regulations.

No can do. You start going after the Rush Limbaughs of the world with the same fervor as is applied to everyone else, and the Drug War won't be around very long. The Drug Warriors know this, and modify their behavior accordingly.
