I haven't heard that the Sheriff said that; another Freeper says he did. IF the SHeriff said that - he has some explaining to do as it contrasts directly with other testimony.
Everything I've read and heard today describes an entirely more innocent scenario that included flirting and kissing, but definitely not anything further.

The AP reporter Tim Dahlberg called it a consensual sexual encounter, not the sheriff.
