If there isn't a specific amendment to state "Congress shall NOT impose an income tax" then you can bet that Congress will impose both an income tax and any other taxes they can get away with.

I'm not averse to limiting Congress' power to tax, though. Repeal the 16th Amendment, define all taxes on a person's income as "capitation taxes," and cap excise/tariff rates at a rather low amount when not in a state of declared war.
