The JD should just declare that any gang member is a domestic terrorist (they certainly fit all of the criteria) and then have the Feds and the military hunt them down. Civil rights??, F'em, as terrorists they should have NO civil rights, they fit the phrase in the military oath of support and defend the constitution of the United States against "all enemies, foreign or domestic".
