You are attempting to perpetuate the myth that the forged documents were the only evidence being investigated. Vice President Cheney's inquiries about Niger, the purported reason for the mission, started prior to the forged documents surfacing. The British contend their source is not the forged documents. The mission was secret or not. One potential element becoming public does not unbind anyone who is legally held silent.

Wilson by his own admission met with the people in Niger who could have created the forged document. He met with both current and former Niger government officals, who he could have instructed to create the obviously phony document, which would surface at just the right moment to embarass the President.
