Two months from now, whoever occupies the suite of offices in the southeastern corner of the Capitol will be sweating bullets.
Gov. Gray Davis signed the 2003-04 state budget just two months ago -- a deficit-ridden spending plan that his administration has acknowledged would lead to more red ink. And sometime between Thanksgiving and Christmas, either he or his successor will be deciding whether to slash state spending by billions of dollars or run the political risk of seeking new taxes.

There is, in fact, no way to avoid either billions of dollars in new taxes or billions of dollars in cuts to programs with sacred cow status, such as prisons or schools, unless the governor -- whoever he may be -- opts for running the state even more deeply into debt
Bull. Cancel the "Gay and Lesbian Teach-In's". Roll back state employee benefits to 2000 levels. Prohibit the state from spending taxpayer money on the acquisition of new parklands. Eliminate state subsidies for farmworkers and new immigrants. ENFORCE PROP 187 and save billions by trimming benefits to illegals. Eliminate redundant state/federal programs. Combine the many redundant low-income health programs into a single system.
8 billion is an easy number to achieve for someone willing to cut the fat while sparing the important meat. Vote Tom!
